The 40th International Women's Day was a resounding success at the Ministry of State property, Surveys and Land Tenure. This is a truism. It couldn't be otherwise. The Ministry of State Property, Surveys and Land Tenure left no stone unturned, both literally and figuratively, to carry out this daunting task. Henri Eyebe Ayissi, father, godfather and super coach spared no expense for this event... First and foremost, in terms of human resources, by involving his entire operational elite, under the leadership of the Secretary General. Also, and more importantly; material and financial resources. And we saw the result: a sumptuous Ongola A Samba hall, beautifully decorated like a pretty fiancée ready to say yes to her chosen one; a delicious and richly diverse buffet; the Ladies of Mindcaf, glowing with beauty and coquetry in their magnificent outfits, whose smiles on their multicoloured lips revealed that their father had spared no efforts to provide for their dressings and mobility. Prior to this, there was an eventful week full of activity, revealing the multi-faceted talents of women in Mindcaf, and topping it all off with a memorable march past before the First Lady, who generously applauded Henri Eyebe Ayissi's Amazons. It a great success, in fact it was awesome, and when it is outstanding it should be said. And that is exactly what we are saying, echoing the words of the Minister, who was full of praise for his brave ladies throughout this memorable evening. Kudos to the Chairperson of the gender focal team...

THE CUSTODIANS OF NATIONAL LANDS.
“:..With regard to the appointment of female staff to duty posts, at the position of Director and officials ranking as such, MINDCAF currently has five (5) women out of thirteen (13) positions available, i.e. 38%, far above the threshold recommended by the United Nations, which stands at. 30%. Indeed, we will keep up with this trend.”. the Minister of State Property, Surveys and Land Tenure said last Saturday at the buffet offered on the occasion of the 40th International Women's Day. We seize this opportunity to introduce some of the women who are the custodians of national land, rolling stock, movable and immovable assets.
These women are well-educated; good-looking and queens; and stand as an appropriate casting for Henri Eyebe Ayissi, the Super Coach.
1-Madam Kamgang Constante Clarisse Bougche: The Land Tenure Encyclopaedia.
The 40th International Women's Day was a great success at Mindcaf, it is thanks to the dexterity and mastery of the Ad hoc Inspector General, Chairperson of the Mindcaf gender focal team. The event was organised to near perfection under the coordination of the Secretary General and the general supervision of the Minister himself. Here is what Henri Eyebe Ayissi said: “I wholeheartedly congratulate the Chairperson of the Gender Focal Team and the dynamic team she is leading. Dear Ladies of MINDCAF, you have been able to put together the skills, latent or already blossoming, which you have brought together, to spark the creativity of all the Female Staff of MINDCAF, to awaken the talents of one and all, so as to raise the level of the activities carried out in preparation for this 40th International Women's Day”. She has an amazing ability to mobilise people. Outstanding inclusive managerial qualities. A federating discourse, with a didactic and rigorous approach.
‘’Madame la Présidente’’, as she is fondly called by women, fully deserves it. She is considered to be a bona fide library when it comes to land issues, and has extensive experience in this field. She has more than twenty years' experience in this administration, the only one she has served so far.
It was in October 2003 that Constante Clarisse Bougche epse Kamgang, upon graduation from ENAM, joined the Land Administration at the former Ministry of Town Planning and Housing. Since then, the ad hoc Inspector has worked her way up through all the different levels of this important Ministry, going through almost every service, including devolved services. Executive staff, Service Head, Sub-Director, Divisional Delegate, Head of Division, Technical Adviser No. 1, Acting Secretary General. It would be an understatement to say that this Knight of the Cameroonian Order of Merit has a perfect command of land issues. She is a well-rounded lady with a Master's degree in General Private Law, a Diploma from the National School of Administration and Magistracy (ENAM) and a Certificate of Specialisation from the prestigious National School of Administration (ENA) in Paris to mention but a few. This rich academic background is complemented by several other Certificates and Attestations in a wide range of fields. This Senior Civil Administrator, who has been teaching at ENAM for 22 years, has already toured the five continents, taking part in a wide range of national and international conferences and sharing Cameroon's know-how in the land sector, to ensure that land should be a source of wealth rather than poverty, as she often reminds us. This very dynamic native of the Hauts Plateaux Division in the West region also stands out for her intense associative activities, where she showcases her remarkable political culture. Reading, writing, research, art and culture are the many ways which make Mrs KAMGANG, the alternate CPDM Senator for the West Region, a genuine encyclopaedia, sweet to listen to in French, English or her native Batié language. At 52, madam KAMGANG is a woman full of love for her husband, her four children and her socio-professional entourage. She is still ready to offer to MINDCAF this great intellectual and human potential for the permanent building of the cradle of our fathers.
Marie Ngo Nonga epse Nlom: the Land Litigation Expert
The legal clinics, one of the flagship activities of the 40th International Women's Day, gave the public the opportunity to discover a powerful woman. Marie Ngo Nonga epse Nlom. The Vice Chairperson the Mindcaf gender focal team showed off all her organisational skills. Professor Nonga was absolutely in her milieu.
Marie Ngo Nonga was born in POUMA on 17 July 1980, and at the end of a remarkable academic journey, she obtained a PhD in Private Law (2013), having previously obtained a Master of Research in Business Law (2004). It is with this impressive academic background that she joins Mindcaf's Legal Affairs Division in 2019. After serving as Director of Legal Affairs, Inspector No. 3, then No. 2, the daughter-in-law of the Southern Region of Rio Dos Camaroes (Cameroon), now Inspector No. 1, continues to make her way up the ladder. She does have some solid arguments to put forward. Her students at the Faculty of Law and Political Science of the University of Yaoundé II SOA, where she is a lecturer, benefit from this, alongside her fellow comrades of the Cameroon People's Democratic Movement (CPDM). Managing land disputes requires good food, and the Professor knows how to feed herself with goodies, mbongo tjobi, ndolè, okok and salt-free pkem, for which she also displays her expertise, much to the delight of her husband and five children.
Madame Rosette Onana Nkoulou Ebomo: the Land Manager
When she arrived at MINDAF, former name of MINDCAF in 2009, the young Rosette Onana Nkoulou could not imagine that she would have such an exceptional future. The Civil Administrator, Graduate of the National School of Administration and Magistracy (ENAM) has worked in the Division of Legal Affairs. She has been Assistant Research Officer No 2 in the Litigation Unit. She was later promoted Inspector No2, then Director of the Department of Land Tenure, thanks to her hard work. The committed militant of the Cameroon People’s Democratic Movement, holder of a Master of Research in Public Law, is very demanding towards her staff. The sensitivity of this department requires it. She does not compromise on discipline, loyalty, integrity and moral probity issues, because Madam Ebomo doesn't put up with corruption and scamming of citizens. The native of Yaounde is very strict with herself and with others on work matters where she looks for perfection from her collaborators that she trains on a daily basis in this regard. At 47, the sky is still the limit for the Land Tenure Manager.
If you visit Madam Director of Land Tenure on Week-end, be ready to enjoy Okok, weekend’s dish loved by her five children and husband, and cooked by the young lady herself.
Since 14 February 2013, Nicaise Mana Salla is the Director of the Department of State Property. The architect, graduate of the Inter-State School of Architecture and Town Planning in Lomé (Togo) is very talented and experienced. This is thanks to her long career, dealing with Land Tenure issues for 29 years now. Since 28 February 2016, her year of entry in the public service, she has been: Executive staff, Assistant Research Officer in the Department of Housing, Service Head of Housing Data and Maintenance, Sub-Director of the State Housing Property, Director of the Department of the State Property. A long experience enriched by many seminars, works and various consultancies, and a wide range of services. The longest serving Amazon, at 57 and with 29 years of service, is a real library for the young generation. The native of Yaounde, from the Lékié Division is available, after having received all the categories of honorary distinctions. Knight of the Cameroon Merit, Knight of the Order of Valour, Officer of the Order of Valour, Commander of the Order of Valour, Dignity of the Grand Officer of the Order of Valour. The committed militant of the Cameroon People’s Democratic Movement, graduate in Human Resource Management is highly appreciated by her collaborators. With a great knowledge of football, and a true Real Madrid fan, Madam the Director of State Property shouts hala Madrid every weekend. She also likes cooking for her husband and five children.

Unanimous agreement on the resounding success of the 2025 edition of International Women's Day. A very successful parade in front of the First Lady of Cameroon, where elegance, order and discipline were evident, under the supervision of the Sub-Director of Reception, Mail and Liaison.
She didn’t come to MINDCAF by chance. Jeanne Louise Le Tacon, Dr Ph.D. in Fundamental Education - Speciality: Educational Psychology at the University of Yaounde I, has a long experience from her numerous years as head of GTTCs, including Mfou and Ebolowa. Holder of a Master ‘s Degree in Fundamental Education Speciality. Educational Psychology and DIPEN II (Teachers’ Training College Tutor’s Postgraduate Diploma Grade 2 ), from the Higher Teacher Training College Of Yaounde , the native of Mbele II in Lékié is a true builder. Her records from this regard are impressive. She took the GTTCs of Mfou and Ebolowa out of the doldrums and built them up. Her doctorate research work contributed significantly to the improvement of the teaching profession in Cameroon, with the importance now gained by the Capiemp (Teacher’s Grade One Certificate) diploma. On 28 March 2019, the Knight of the Cameroon Order of Merit arrived at Mindcaf as Sub-Director of Personnel, Salaries and Pensions, which she helped to revitalise. Once her mission was completed, the Super Coach entrusted her with the Sub-Department of Reception, Mail and Liaison. Availability, a love of the job, loyalty and efficiency are the order of the demands he makes of her staff. Owona's wife is the epitome of intercultural penetration, interpenetration and interpenetration. NOAH NDO Colette Nicaise: the Engineer who Digitises Land Tenure
The Ministry of State Property, Surveys and Land Tenure (MINDCAF) has now made its mark on the web with a brand-new, visually appealing website that offers a pleasant and easy-to-navigate user experience. This is the work of a talented and highly qualified professional: Colette Nicaise NOA NDOH. A true "Amazon" of the digital world, she holds a Master’s degree in Public Organisation Management and an Engineering degree in Computer Science, with specialisation in Software Engineering, obtained from the African Institute of Computer Science (IAI).
In addition to these credentials, she also holds a Diploma of Specialised Technologies (DST) in Software Engineering and a University Diploma in Specialised Technologies (D+U-TS) in Management Informatics. This demonstrates that digitisation at MINDCAF is in expert hands. The Super Coach's discretionary power is quite logical, as in 2022 he appointed this native of Obala as head of the Computer and Statistics Unit, after having held various key positions, including Assistant Research Officer No.4, No.2, and No.1.
At just 44, Colette Nicaise has already accumulated a wealth of experience, bolstered by more than 701 hours of professional training, including the latest on Government computerisation in China.
The trophy presented to the Minister last Saturday is a reflection of her passion for sports, as she chairs the Sports Activities Commission within the organising committee set up by the Chairperson of the Gender Focal Point. Additionally, she is a dedicated farmer and the founder of an Agro pastoral Common Initiative Group (CIG), and is actively involved in various associations. Colette Nicaise is not a heart to be won.
Evelyn LIMUNGA épse ANULEGE: The Golden Voice that Resonates for Land Tenure
In 2019, the unfailing instinct of the super coach led him to the Ministry of Communication, where he discovered a true gem—a raw talent. The communication department of MINDCAF just took on a whole new dimension. A powerful voice that makes both public and private administrations green with envy. A perfect mastery of her field of expertise, which is communication.
With an angelic physical appearance, she is a true masterpiece of the Creator. All these attributes make Evelyn the shining face of MINDCAF. Her assets are not only physical. The native of Buea in the South-West is a journalist with a Master's degree in Human Resources. The wife of Anulege and an Assistant Research Officer at the Communication Unit is a true delight to work with. She lights up every space with her cheerful smile and the constant good mood she spreads, making collaboration and cohabitation an absolute joy.
Life is so simple, isn't it? The young mother from CELCOM devotes most of her time to her Creator with unwavering commitment, as she is the founder of "Empowered Parents-Pray 4 Kids," an initiative aimed at providing spiritual armor for children in a world heading towards biblical apocalyptic despair. The 40th edition of International Women’s Day revealed another side of this young lady, as she successfully organised the nearly flawless cultural and recreational day entrusted to her by the Chairperson of the Gender Focal Team. Her husband and their four children, the Anuleges, are no doubt thrilled to savour the delicious Eru dishes she crafts with such artistry.
Nathalie SEPPI SAMOU épse YOSSA KETCHA: The backbone of Bilingualism

Visit the MINDCAF website as well. The Super Coach has found his top striker in this field. Nathalie SEPPI SAMOU, Senior Translator, performs well in her position. The conference interpreter has been leading the MINDCAF Translation Unit since 18 July 2022, coming from the Ministry of Higher Education.
She holds a Postgraduate Diploma in Interpretation, a M.A. in Translation, a B.A. in English and French — this is just a glimpse of the qualifications that empower this Amazon, head of the Translation Unit, to excel in her mission and to prove that the top hierarchy was right. To succeed in her important mission, she demands availability, responsiveness, accountability, and a love of a job well done from her collaborators.
This native of the Nde Division in the Grassfields enjoys eating ndole with corn fufu, a dish she crafts like a chef for her husband and their four children, the YOSSA KETCHA family.
