MINDCAF: Communication is gathering steam.
“Le Foncier au Cameroun”: a new tool presented. The specialised magazine of the Ministry of State Property, Surveys and Land Tenure was presented last 7 August by MINDCAF during a solemn ceremony which took place at the 3rd floor of Ministerial building No.2.
In a context where land management is vital for economic development and social progress, the Ministry of State Property, Surveys and Land Tenure (MINDCAF) recently organised a landmark ceremony to present its new specialised magazine entitled “Le Foncier au Cameroun”. The event brought together key stakeholders in the land sector, experts as well as representatives of the civil society.
In fact, it was about the presentation ceremony of the publication of the Ministry of State Property, Surveys and Land Tenure. Many officials were invited on the occasion of this happy event. Among them were Their Royal Highnesses Guy Tsala Ndzomo, President of the National Council of Traditional Rulers of Cameroon (NCTRC), and Tabe Tando, Vice President of NCTRC as well as many technical and financial partners, including the Directors General of SIC, MAETUR and EDEN Group Sarl. Other partners were represented. Several high-ranking MINDCAF Officials also took part in that event with the presence of a top personality Mr Innocent Ndilassi, Secretary General of MINDCAF.
In his opening remarks, Minister Henri EYEBE AYISSI wished his guests a warm welcome in the following words: “I thank you all for taking part in this event. MINDCAF endeavours to bring its daily actions to the limelight. This is where communication becomes paramount […]. Here in Cameroon, liberalisation was implemented in the 1990s under the impetus of the Head of State, H.E Paul BIYA […]. It is within this context that the law on communication was adopted […Informing citizens effectively on Government activities so as to maintain the trust of all stakeholders in State’s actions. One can therefore talk of institutional and classical communication, combining mediums like the written press, radio or television. The Communication Unit of MINDCAF has been assigned, so to speak, the mission to relay all other MINDCAF publications. It addresses land management, that is, State property. It also covers public wealth governance […]. It is with great pleasure that we present to you the magazine entitled “Le Foncier au Cameroun”, I invite you to keenly listen to the reading note by the Head of the Communication Unit of MINDCAF, Alain AMASSOKA”, he concluded.
The Head of Communications at MINDCAF then took the floor to give a summary of this specialised publication: « the first issue of the quarterly magazine entitled ‘‘ Le foncier au Cameroun’’ comprises approximately 70 pages, all in colour and provides an insight into MINDCAF's activities and latest developments. It is an opportunity to have an overview of the projects and concrete achievements of our Ministry”, he said.
In addition, ‘‘le foncier au Cameroun’’ covers several themes, including the issue of recognising land and customary rights of 1st, 2nd and 3rd-class traditional authorities, to understand the involvement of traditional rulers in the land registration process in Cameroon.
The magazine also addresses the role of traditional rulers, that was limited in the past to the Land consultative Board provided for by law and enforced by administrative authorities. Thanks to the circular letters signed by MINDCAF on 9 February 2025 and which entered into force in March 2025, we learn from the magazine that MINDCAF is innovating significantly.
The publication entitled ‘‘Le Foncier au Cameroun’’ is proof of a significant step towards better land governance. MINDCAF is thus committed to continuing to raise awareness, educate and spread information on its activities to Cameroonians, especially on land tenure, State lands, surveys and State property issues thereby contributing to sustainable and inclusive development whose perspective initiative falls in line with a wider land reform strategy in Cameroon.
