Land dispute between C.C.O Sarl and BADJOP NDOGPENDA Canton: MINDCAF signs an Order
On 11 September 2025, the Minister of State Property, Surveys and Land Tenure, His Excellency Henri Eyebe Ayissi signed an Order on the final settlement of the land dispute between the BADJOP NDOGPENDA Canton and the Complexe Cosmétique de l’Ouest company (C.C.O Sarl) in the Yabassi Sub-Division, Nkam Division (Littoral Region).
After several meetings and field trips, MINDCAF, mediator of the land dispute, assisted by the administrative authority, took strong and appropriate measures to guarantee peace, social cohesion and stability in the locality through the signing of Order No. 02793/A/MINDCAF/SG/D1/DBW of 11 September 2025.
As a matter of fact, the proprietor of Complexe Cosmétique de l'Ouest (C.C.O.sarl) company is blamed for de facto occupation and use of their lands without legal deeds; worse still, for failing to comply with state property and land tenure procedures in force for parcels of national land. In this regard, the population filed complaints to MINDCAF, about the harmful effects of the occupation and use of their lands by this company. Consequently, MINDCAF orders as follows:
-All parcels of land that are the subject of this dispute, covering a total area of 268.75 ha, should be returned to the neighbouring population
-All unused and unplanted lands, at date of signature of this Order by the company in question, which cover to a surface area of 2,346.85 ha, should be returned to the population;
- A demarcation of (02) kilometres from the main roads will be made to create a living space outside of the plantations of the company;
-the company should consolidate planted and occupied spaces.
Furthermore, stakeholders can then initiate land registration procedures for parcels assigned to them by these provisions, in accordance with the compensation made in strict compliance with the regulations in force. That is direct registration procedures for the community and temporary grant procedures for the company.
In conclusion, all stakeholders expressed their satisfaction with the settlement of this dispute, and a letter of commitment was signed.
