2026 BUDGET: HENRI EYEBE AYISSI, THE MASTERMIND BEHIND LAND REFORMS

On Friday, 28 November 2025, at the Paul Biya Glass House in Ngoa Ekelle, Henri Eyébé Ayissi, Minister of State Property, Surveys and Land Tenure, brilliantly defended the 2026 budget request, amounting to CFA francs 28,328,000,000, during his presentation before the Finance and Budget Committee of the National Assembly. The session offered the minister a key opportunity to highlight his ministry’s achievements while setting out the foundations for ambitious projects in the years ahead.
At the end of the presentation, a calm atmosphere prevailed. The minister, displaying quiet confidence, stated that this budget allocation would support the continuation of key Government programmes, particularly in the allocation of land for major projects. In this regard, he highlighted the flagship ‘Central Plain’ project, aimed at revitalising the Batchenga-Ntui-Yoko-Ngaoundere corridor.
The 2025 report shows significant progress, both financially and technically, backed by an appropriation of CFA francs 25,668,000,000. Despite limited resources, tangible results have been achieved, including the consolidation of land registry maps and considerable efforts in digitisation. These initiatives target the prevention of double land registration and the legal securing of 30,000 hectares in the “Central Plain” area.
To support this ambition, the Ministry remains committed to modernising the land registry, strengthened by the national geodetic network system. The objective is to ensure secure access to land for all applicants, whether individuals or developers. “In 2025, we issued more than 500,000 land certificates, a significant step towards equitable access to land” the Minister emphasised, praising the encouraging results: 57% of land certificates were allocated to men, 24% to women and 19% to young people.
For 2026, the budget has been increased by CFA francs 3,160,000,000, representing over 13.94%, thus enabling a better financing of the planned initiatives.
As part of the new allocations, one billion CFA francs has been earmarked for innovative projects related to import substitution, as well as agropastoral and fisheries activities, demonstrating Government's commitment to supporting sustainable development.
Parliamentarians welcomed the presentation, and the outlook for next year's projects is promising. The future of land reform in Cameroon is becoming clearer, with enhanced resources and renewed ambitions.
