Land Tenure and Diplomatic Cooperation: MINDCAF Strengthens Ties Between Cameroon and Equatorial Guinea

The Minister of State Property, Surveys and Land Tenure, Henri Eyebe Ayissi, granted an audience to the Consul General of the Republic of Equatorial Guinea, Elias Mba Mangue, on 25 February 2026 in the MINDCAF conference room. The meeting was marked by cordial exchanges and a shared vision on land tenure and diplomatic matters.

This audience reflects the momentum of the excellent relations between the Heads of State of both countries: His Excellency Paul Biya, President of the Republic of Cameroon and His Excellency Teodoro Obiang Nguema Mbasogo, President of the Republic of Equatorial Guinea. These relations are fraternal and stable, built on mutual respect, bilateral cooperation and a shared commitment to strengthening sub-regional integration in Central Africa.

At the centre of the discussions was the strategic role played by MINDCAF in the rigorous management of land procedures and the securing of land rights across the national territory. The Minister recalled that The Ministry of State Property, Surveys and Land Tenure under his responsibility, ensures transparency, legal compliance and the reliability of land certificates, key guarantees of security for public and private investors, including foreign diplomatic missions established in Cameroon.

In this context, the Consul General submitted an official request concerning the issuance of land certificates for two plots acquired by the Republic of Equatorial Guinea in Ebolowa. With a surface area of 3,021 m² and 2,387 m² respectively, the plots are intended for the construction of a building that will house Equatorial Guinea’s diplomatic mission in the city.

The diplomat emphasised the importance of this construction project in strengthening his country’s institutional presence in the South Region, while enhancing consular services for Equatorial Guinean nationals and Cameroonian applicants.

In response, the Minister reaffirmed the Ministry’s readiness to facilitate the swift completion of the procedure, in strict compliance with the regulations in force. He assured that all necessary steps would be taken to guarantee the legal security of the parcels, in accordance with administrative standards governing State property and surveys matters.

Beyond the technical aspects, this meeting further demonstrates the dynamic cooperation between Cameroon and Equatorial Guinea. It illustrates the central role of MINDCAF in fostering “land diplomacy” to support institutional stability and the harmonious growth of bilateral relations.
