MINDCAF–UNDP COOPERATION ON LAND TENURE AND STATE PROPERTY SUSTAINED SUPPORT FOR VULNERABLE POPULATIONS
As part of the review of joint activities between the two institutions and discussions on prospects for strengthening their cooperation, the Minister of State Property, Surveys and Land Tenure (MINDCAF) granted an audience on 24 February 2025 to the Resident Representative of the United Nations Development Programme (UNDP) in Cameroon, Mr Mathieu Ciowela.
At the centre of the discussions was an assessment of actions carried out during the 2022–2026 cooperation cycle, which represents the first structured phase of collaboration between MINDCAF and the UN agency. Both parties welcomed the progress achieved, particularly in the areas of land governance, the securing of land rights and support for administrative reforms.
Mr Mathieu Ciowela emphasised the need to accelerate MINDCAF’s digital transformation and proposed enhanced UNDP support for the dematerialisation and digitisation of procedures related to land tenure and State property.
Minister Henri Eyebe Ayissi has repeatedly stressed that digitalisation is a strategic lever for improving transparency, reducing file processing times and further securing land transactions. This modernisation aligns fully with the ambitions of the National Development Strategy 2020–2030 (NDS30), which identifies digital governance as a key pillar of administrative performance and Cameroon’s economic attractiveness.
The UNDP Resident Representative also highlighted his institution’s initiatives in support of vulnerable populations and internally displaced persons, particularly in the Far North, North-West and South-West regions.
